Health Sector Medium Term Development Plan 2022-2025
The Ghana Health Sector Medium-Term Development Plan (HSMTDP) 2022-2025 aims to strengthen universal health coverage (UHC), improve healthcare governance, and enhance service efficiency. It aligns with the National Health Policy (2020), the UHC Roadmap (2020-2030), and the Sustainable Development Goals (SDG 3). The plan builds upon previous reforms to expand essential health services, reduce maternal and child mortality, and improve access to emergency care. Ghana has made notable progress in increasing healthcare accessibility, expanding the National Health Insurance Scheme (NHIS), and improving maternal and child health services. However, challenges remain in reducing regional disparities, addressing health workforce shortages, and enhancing financial sustainability. The inequitable distribution of healthcare facilities and skilled personnel particularly affects rural and underserved regions. Furthermore, non-communicable diseases (NCDs) and emerging infectious diseases pose a growing public health challenge. The plan emphasizes strengthening health governance, improving financing mechanisms, and enhancing data-driven decision-making. Investments in infrastructure, supply chain management, and human resource capacity-building are prioritized to modernize service delivery and enhance efficiency. Additionally, digital health adoption and community engagement are crucial to improving service coverage and quality. Achieving the goals of the HSMTDP 2022-2025 will require sustained political commitment, increased domestic funding, and strong public-private partnerships. Addressing health system inefficiencies, strengthening emergency response, and ensuring equitable service distribution are essential for building a resilient and inclusive healthcare system capable of meeting Ghana’s long-term health objectives.
