Plan National de Développement Sanitaire 2020-2024
The National Health Development Plan (PNDS) 2020-2024 of Djibouti aims to strengthen the healthcare system and accelerate progress toward Universal Health Coverage (UHC). It addresses persistent challenges such as high morbidity and mortality rates, financial barriers to care, health infrastructure deficiencies, and limited human resources. The plan aligns with Vision 2035 and the Sustainable Development Goals (SDG 3), emphasizing healthcare equity and accessibility. The plan is structured around five strategic priorities: (1) equitable access to quality healthcare, ensuring services reach vulnerable populations; (2) integration of promotional, preventive, and curative healthcare, with a focus on primary health services adapted to the epidemiological and socio-cultural context; (3) strengthened governance and accountability, ensuring transparency and efficient management at all health system levels; (4) sustainable financing mechanisms, aimed at securing adequate resources for UHC and social protection; and (5) an improved health information system, ensuring real-time data availability for informed decision-making. Despite previous efforts, Djibouti's healthcare system continues to face significant funding gaps, with the PNDS budget estimated at $348.5 million. Although the plan incorporates monitoring and evaluation mechanisms, weak infrastructure, human resource shortages, and reliance on external funding present implementation challenges. The success of the PNDS 2020-2024 depends on sustained government commitment, efficient resource allocation, and enhanced collaboration between public, private, and international partners.
