Strategic Framework for Health Care Development in the Czech Republic up to 2030
The Strategic Framework for Health Care Development in the Czech Republic up to 2030 aims to improve public health, optimize the healthcare system, and support scientific research. Approved in 2019, it aligns with the Czech Republic 2030 strategy and the Sustainable Development Goals (SDG 3), emphasizing health equity and system sustainability. The framework is built on three strategic pillars: (1) Public health protection and improvement, (2) Healthcare system optimization, and (3) Science and research support. It seeks to increase life expectancy in good health, reduce health disparities, and modernize healthcare financing. A key priority is primary and preventive care, including health literacy, digitalization, and integrating health and social services. Despite a well-developed clinical sector, challenges remain in healthcare workforce stability, digital transformation, and financial sustainability. The framework highlights the need for workforce planning, better data collection, and multi-source financing. The COVID-19 pandemic reinforced the necessity of public health preparedness, rapid response systems, and enhanced surveillance. Implementation will be monitored through specific indicators such as prevention expenditures, smoking and alcohol consumption rates, and digital health integration. The plan relies on EU funds, national budgets, and public-private partnerships to ensure long-term financial sustainability and efficiency.
