National Health Policy Strategy and Plan

14th Five-Year Plan for people’s health 2021-2025

China’s 14th Five-Year Plan for People’s Health (2021-2025) is a strategic framework to advance the "Healthy China 2030" vision. It prioritizes disease prevention, medical system reform, healthcare quality improvement, and health technology innovation. The plan builds on past achievements, including increased life expectancy, reduced infant and maternal mortality, and expanded healthcare access. However, it recognizes challenges such as aging, rising chronic disease rates, and emerging infectious disease risks. Key objectives include strengthening public health infrastructure, improving disease prevention and control, expanding health service equity, and enhancing healthcare financing. The plan aims to reduce major chronic disease incidence, enhance mental health services, and improve environmental health standards. It also emphasizes digital health, traditional Chinese medicine, and emergency preparedness. Implementation relies on intersectoral cooperation, funding allocation, and rigorous evaluation mechanisms. While the plan presents a comprehensive strategy, its success depends on overcoming healthcare disparities, ensuring sustainable financing, and integrating reforms efficiently. Without effective governance and resource mobilization, achieving universal health coverage and long-term health improvements may be challenging.
