Programme National de Développement Sanitaire de troisième génération (PNDS III) 2022-2026

The National Health Development Plan (PNDS III) 2022–2026 of the Central African Republic (CAR) aims to improve healthcare access, strengthen health governance, and enhance system resilience. It aligns with the National Health Policy (2019–2030) and global health commitments, focusing on universal health coverage, disease prevention, and system modernization. Key achievements include expanding maternal and child health programs, improving vaccination coverage, and decentralizing health services. Investments in infrastructure, human resources, and supply chain management have enhanced service delivery. However, financial constraints, governance weaknesses, and health workforce shortages continue to challenge implementation. Public-private partnerships, performance-based financing, and community participation have been promoted to improve efficiency and accountability. The PNDS III prioritizes epidemiological surveillance, health emergency preparedness, and the fight against emerging and re-emerging diseases, including COVID-19. Efforts to improve health information systems, optimize resource allocation, and ensure pharmaceutical availability are ongoing but require sustained investment. The plan also highlights the need for better intersectoral collaboration, transparency, and stronger institutional frameworks to achieve long-term health improvements. Despite progress, funding shortfalls, security issues, and logistical barriers hinder full implementation. Ensuring sustainable financing, expanding preventive healthcare, and improving workforce retention will be critical to meeting national health objectives and strengthening system resilience.
