Belize Health Sector Strategic Plan 2014-2024

Belize’s Health Sector Strategic Plan (2014–2024) aims to improve healthcare quality, accessibility, and sustainability through an integrated, people-centered approach. The plan aligns with the WHO Health System Framework, addressing key pillars such as governance, service delivery, financing, human resources, health information systems, and medical technology. A primary goal is to achieve Universal Health Coverage (UHC) by ensuring equitable access to essential health services while minimizing financial barriers. Significant progress has been made in strengthening primary healthcare, disease prevention, and public health infrastructure. Investments in digital health systems, workforce capacity, and health financing reforms have improved service efficiency. However, challenges persist, including high out-of-pocket expenditures, rural healthcare disparities, and non-communicable disease burdens. Governance and leadership reforms aim to enhance coordination among public, private, and community healthcare stakeholders. The plan prioritizes evidence-based decision-making, health system accountability, and service quality improvements. Key initiatives include expanding maternal and child health programs, enhancing mental health services, and improving emergency response systems. Despite advancements, workforce shortages, resource allocation inefficiencies, and health financing sustainability remain pressing concerns. While the plan lays a strong foundation for long-term healthcare development, its success depends on continued investment in digital health, policy continuity, and multi-sectoral collaboration to achieve Belize’s national health objectives​.
