Presidential Order on Healthcare Organisation 2018
Azerbaijan’s Presidential Order on Healthcare Organization (2018) aims to improve healthcare governance, financial sustainability, and service accessibility. The reform focuses on mandatory health insurance, digital transformation, and institutional restructuring to enhance efficiency and accountability in the healthcare system. Significant steps were taken to establish the State Agency for Mandatory Health Insurance (SAMHI) and Tibbi Ərazi Bölmələrini İdarəetmə Birliyi (TƏBİB), which now oversee healthcare management. The order mandates improved legal frameworks, transparency, and digital health adoption, ensuring better coordination between public and private healthcare providers. Efforts to expand universal health coverage (UHC), strengthen hospital governance, and decentralize services have been implemented, but funding limitations and regional disparities persist. Challenges include fragmented service delivery, gaps in workforce distribution, and delays in implementing digital health systems. While reforms have improved financial oversight and quality control, full integration of mandatory health insurance remains a work in progress. The strategy prioritizes expanding preventive care, strengthening specialized medical services, and optimizing hospital infrastructure. Despite structural progress, long-term success depends on policy continuity, sustained investments, and improved inter-agency coordination. Continued emphasis on health financing reform, workforce capacity building, and digital health expansion will be essential for achieving Azerbaijan’s healthcare modernization goals.
