Angola’s National Health Development Plan (PNDS) 2012–2025 aims to strengthen the healthcare system, improve service delivery, and ensure universal health coverage. Developed within the Angola 2025 long-term strategy, it aligns with national health policies to address communicable and non-communicable diseases, maternal and child health, and healthcare infrastructure. Significant progress has been made in expanding healthcare access, reducing maternal and child mortality, and strengthening institutional capacity. However, challenges persist, especially in rural areas, where healthcare indicators are significantly lower than in urban centers. The plan highlights disparities in healthcare distribution, weak referral systems, and the need for improved human resources, financing, and governance. The strategic priorities include expanding primary healthcare, improving hospital services, strengthening disease prevention and control programs, and enhancing healthcare financing. Efforts have been made to decentralize healthcare management, increase health professional training, and modernize health information systems. However, financial sustainability remains a major issue, with resource allocation challenges affecting service quality. Key barriers include limited healthcare infrastructure, inadequate medical supplies, and uneven workforce distribution, especially in underserved regions. The growing burden of non-communicable diseases, malnutrition, and infectious disease outbreaks necessitates stronger prevention and response measures. While the PNDS emphasizes multi-sectoral collaboration and investment in health services, its full implementation depends on sustained funding, political commitment, and efficient resource management. Despite these challenges, the PNDS provides a solid framework for Angola’s healthcare development, with ongoing reforms and international partnerships playing a crucial role in achieving national health objectives.
