Andorra’s National Health Plan 2020 aimed to transform the healthcare system to address chronic diseases, dependency, financial sustainability, and increasing public expectations. The plan was structured around three main pillars: improving health outcomes, establishing an integrated and sustainable healthcare system, and strengthening governance. Key strategic actions included reinforcing public health policies, implementing integrated care plans for prevalent health conditions, and progressively transitioning to the Model Andorrà d’Atenció Sanitària (MAAS). This new model emphasized multidisciplinary coordination, efficiency, and equity in healthcare delivery. Efforts were also directed toward improving health data systems, enhancing financial oversight, and ensuring greater transparency in service provision. Challenges identified included an aging population, increasing costs of medical technologies, fragmented service delivery, and limited coordination between healthcare providers. Primary care was underutilized, and specialized services often managed cases that could be handled at lower levels of care. Governance inefficiencies, financing gaps, and inadequate health information systems further hindered systemic improvements. Despite these challenges, progress was made in strengthening preventive care, improving chronic disease management, and enhancing citizen engagement in health decision-making. However, full implementation of MAAS and necessary financial reforms remained pending. Greater coordination among health professionals, institutional capacity-building, and sustained investment in digital health infrastructure were recognized as essential next steps to achieve long-term healthcare sustainability​.
