Health Legislation

The Constitution of Chad was reviewed and approved by the referendum of the 17 December 2023. The Constitution contains 290 articles addressing a large number of issues as the protection of fundamental rights and freedoms, the fundamental principles of the state and institutional arrangements.

The Kenya Essential Medicines List 2023 builds on past efforts of reviewing the Kenya Essential Medicines List and ensures that medicines required at all the healthcare levels are included to guide efforts to improve access, in line with achieving Universal Health Coverage.

These regulations were developed in the exercise of the powers conferred by sections 24, 30, 46)2), 47(5) and 50(1) of the Social Health Insurance Act, 2023, by the Cabinet Secretary for Health, in consultation with the Board for the Social Health Authority.

This Act establishes the framework for the management of social health insurance; provides for the establishment of the Social Health Authority; gives effect to Article 43(1)(a) of the Constitution; and for connected purposes.

The decree creates the National Institute for Medical Assistance ("Institut National d'Assistance Médicale"), which is placed under the supervision of the Ministry of Public Health and the financial supervision of the Ministry of Finance. The Institute's main mission is to implement policies, strategies and reforms relating to the financing and delegated management of free health care for Niger's vulnerable populations by the State and local authorities.

The Order adopts the statutes of the National Institute for Medical Assistance ("Institut National d'Assistance Médicale"), which has as its main mission the implementation of policies, strategies and reforms relating to the financing and delegated management of free healthcare by the State and local authorities for the benefit of vulnerable populations in Niger.

The document establishes the National List of Essential Medicines and Other Health Products.

The law determines the essential rules relating to public health and hygiene in the Republic of Niger. The law contains articles referring to the fundamental principles of health in Niger, such as the functioning of the national health system, or health information; as well as the fundamental principles of hygiene, such as urban health and food safety.

The Decree sets out the statutes of the Nigerian Pharmaceutical Regulatory Agency.

This decree establishes the terms of organization and operation of the National Health Insurance Fund of Chad.

The Kenya National Framework for the Organization of Trauma Services is the first-ever guidance in Kenya to establish a working Trauma Care System as a key component of the healthcare system. The framework highlights the key components required to provide quality continuum of care, which includes injury prevention, pre-hospital care, hospital, and rehabilitation care.

The Kenya Public Health Emergency Operations Center (KPHEOC) Standard Operating Procedures (SOPs) are part of the Ministry of Health Preparedness System. This SOP describes the procedures for activating, operating, and deactivating the KPHEOC.

The Kenya Public Health Emergency Supply Chain Framework provides guidance regarding preparedness and response for emergency operations in the country. The Emergency Supply Chain Framework was developed to enable the Public Health Emergency Operations Centre efficiently deploy medical countermeasures (MCMs) during emergencies.

The Decree adopts the National Strategy for University Health Coverage in Niger 2021-2030.

The Decree adopts the national pharmaceutical policy. This policy sets out and prioritizes the medium- and long-term goals set by the State for the pharmaceutical sector, and defines the main strategies for achieving them. It provides a framework within which pharmaceutical sector activities are coordinated. It covers both the public and private sectors, and involves all the main players in the pharmaceutical sector. It is an integral part of national health policy.

This decree establishes the National Institute for Medical Assistance (Institut National d'Assistance Médicale) whose mission is to implement the policies, strategies an reforms for finanicng and managing free healthcare services for vulnerable populations. It is under the ministry of health (technical supervision) and the Ministry of Finances (financial suppervision). The decree further addresses the mandate, structure and ressources of the Institute.

This law determines the general conditions of asylum in the Republic of Chad in accordance with the Convention relating to the Status of Refugees of July 28, 1951 as amended by its New York Protocol of January 31 and the Convention of the Organization of the African Unity of September 10, 1969 governing aspects specific to refugee problems in Africa.

This law establishes a national health insurance Fund ("Caisse Nationale d'Assurance Santé").
