Health Legislation

The law provides the budget of the state for the year 2023.

The law modifies the law No. 84-10 relative à l’état civil and regulates all the aspects regarding civil status matters.

The law adopts the Code of Administrative Procedure. The Code establishes the principles and rules to be observed in the exercise of administrative activity, aimed at achieving the public interest, while respecting the subjective rights and legally protected interests of individuals and legal persons.

The Decree approves the National List of Essential Medicines. 

The Law establishes the Legal Framework for the Formation and Execution of Public Contracts.

The Decree approves the organic statute of the Ministry of Health whose mission is to define and implement the National Health Policy, promote the execution of the Executive's program on health and exercise the corresponding normative and monitoring functions, aiming for universal health coverage in the country.

The Constitution of Comoros was adopted in 2001 and last amended in 2018. The Constitution contains 122 articles addressing a large number of issues as the protection of fundamental rights and freedoms, the fundamental principles of the state and institutional arrangements.

The document adopts the Code of Ethics which have the rights, duties and the incompatibilities of practicing the profession.

The law establishes the obligation to affiliate to the "Caisse Nationale de Solidarité et de Prévoyance Sociale" for any employer who employs one or more workers, as well as the public administration in its quality of employer.

The law creates the "Caisse Nationale de Solidarité et de Prévoyance Sociale" (The National Solidarity and Social Welfare Fund).

The Act gives effect to the World Health Organization 's framework Convention on tobacco control.

The purpose of the law is to establish the legal rules applicable to the processing of personal data with the aim of guaranteeing respect for public freedoms and the fundamental rights and guarantees of natural persons.

The Act provides for the regulation and control of practices in respect of public procurement.

The Constitution of Angola was promulgated in 2010. The Constitution contains 244 articles addressing a large number of issues such as the protection of fundamental rights, freedoms, guarantees  and duties, the fundamental principles of the state and institutional arrangements. The Constitution was amended in 2021 (the 2021 amendment is available in the legislation repository).

The Decree establishes the system for financing the actions of provincial governments and municipal administrations, as deconcentrated executive bodies of the central administration, within the framework of the delimitation of competences for the provision of public goods and services between the central administration and local administrations and between them.
