The Constitution of Mali was adopted by referendum and promulgated in 2023. The Constitution contains 191 articles addressing a wide array of issues, such as the protection of fundamental rights, the fundamental principles of the state and institutional arrangements.

This Ordinance regulates the establishment, organization and functioning of the National Council for Universal Health Coverage in the Democratic Republic of the Congo.

The Ordinance creates a national public scientific and technological establishment called the "Institut national de Santé Publique" (National Institute of Public Health). The mission of the Institut National de Santé Publique is to set up a health monitoring and epidemiological surveillance system, and to promote research into health policies and systems.

The Decree rules on the organization and operating procedures of the National Institute of Public Health created by Ordinance n°2019-011/P-RM of March 27, 2019 creating the National Institute of Public Health.

Constitution

The Constitution of the Democratic Republic of the Congo was adopted in 2006 and revised by Law No 11/002 of 20 January 2011. The Constitution consists of 229 articles that are grouped into eight titles. The Constitution includes provisions on the key principles of the organization of the Republic, human rights and fundamental freedoms, organization of powers, key state organs, etc.

This Ordinance amends and supplements Order 73-216 of July 25, 1973 establishing the organization and organic framework of State public services, including national education services, administrative services of the legislative council and judicial services.
