The Constitution of Mali was adopted by referendum and promulgated in 2023. The Constitution contains 191 articles addressing a wide array of issues, such as the protection of fundamental rights, the fundamental principles of the state and institutional arrangements.

The law creates a compulsory health insurance scheme known as the "Régime d'Assurance Maladie Universelle" (Universal Health Insurance Scheme) designed to cover the health care costs attached to sickness and maternity for insured persons and their dependent family members.

The law creates the "Ordre des Infirmières et Infirmiers" (The Order of Nurses), which is responsible for organizing and representing individuals and legal entities practicing nursing in Mali.
