This Law establishes the organisation of the community-based insurance scheme.

The Law determines the organization, functioning and management of health insurance schemes in Rwanda.

This law establishes the universal health insurance scheme which covers for the insured and their dependents the access to health services in the public and private sector (except for accidents at work and occupational illnesses). It was later amended by Law n°12-2023.
