The law establishes the obligation to affiliate to the "Caisse Nationale de Solidarité et de Prévoyance Sociale" for any employer who employs one or more workers, as well as the public administration in its quality of employer.

These guidelines provide a comprehensive framework aimed at addressing the dual burden of tuberculosis (TB) and HIV in the country. The guidelines emphasize the importance of integrated service delivery to improve health outcomes for individuals affected by both diseases.

The Code provides for the "Caisse Nationale de Prévoyance Sociale" (CNPS) whose tasked is to provide benefits to salaried employees to alleviate the financial consequences of certain risks or situations such as accident at work and occupational diseases, maternity, retirement, invalidity and death and family allowances (art. 1 and 5).

This decree establishes an autonomous fund to receive revenues from the recovery of primary health care costs in each Integrated Health Center. This fund will primarily support the purchase of essential generic drugs and consumables, the purchase of management tools for cost recovery and the payment of managers' salaries.
