These Instructions govern private health facilities.

The instructions govern dual clinical practice in Rwanda. The Instructions apply to medical doctors and dental surgeons working in health facilities.

The Instructions are intended to improve the quality of health care services provided in private health facilities to the Rwandan population and to determine the basic requirements for the operation of a private health facility. These instructions do not regulate traditional, alternative and complementary medicine.

The document establishes the standards for the authorization to operate a private health facility in Rwanda.

This document describes for each level of care, the types of services offered, the description and qualifications of the staff that provide the services and the equipment required to carry out the services. The health service packages support the clinical and managerial standards by which the healthcare facilities operate. The ultimate goal of this document is to provide guidance in the organization of private health service facilities to improve the quality of health care and services provided to the population of Rwanda.

This decree, taken in application of the provisions of Ordinance No. 01/95 of January 14, 1995, on the orientation of health policy in the Gabonese Republic and Ordinance No. 10/2011 of August 11, 2011, on the organization of the pharmaceutical sector in the Gabonese Republic, sets the conditions for opening and operating a private health structure in the Gabonese Republic. This decree, taken in application of the provisions of Ordinance No. 01/95 of January 14, 1995, on the orientation of health policy in the Gabonese Republic, of Law No. 4/63 of January 11, 1963, relating to the practice of private medicine in the Gabonese Republic, of Decree No. 213/PR-MSPP-CAB of July 8, 1966 on the regulation of the practice of the professions of doctor, dental surgeon and midwife in the Gabonese Republic, sets the conditions for issuing authorizations relating to the practice of medical and paramedical professions in the Gabonese Republic. This order, taken in application of the provisions of Decree No. 213/PR-MSPP-CAB of July 8, 1966 on the regulation of the practice of the professions of doctor, dental surgeon and midwife in the Gabonese Republic and Orders No. 0106/MSPS and 0107/MSPS of March 16, 2015, determines the amounts and terms of payment of fees relating to the issue of authorization to practice medicine, to open and operate a private health structure in the Gabonese Republic. This decree, taken in application of the provisions of Law No. 020/2005 of January 3, 2006, establishes the creation and attributions of the Monitoring/Evaluation Committee for the issuance and implementation of authorizations for the exercise, opening and operation of private health structures in the Gabonese Republic. This Act provides for partnerships between the public sector and private sector for the supply of infrastructure and delivery of services as means of contributing towards sustaining economic growth, social development and infrastructure development; provides for the development and implementation of public-private partnership arrangements in Malawi for the delivery of infrastructure and services; provides for the establishment of the Public Private Partnership Commission; provides for private sector participation in state-owned enterprises, commercial entities and commercial assets, and provides for matters connected with or incidental to the foregoing.

This decree regulates the conditions for the creation and opening of all private health establishments offering reproductive health care and services.

The law regulates the legal framework for the exercise of private medicine.   

This Act provides for integrated and coordinated disaster management that focuses on prevention, preparedness, response, mitigation, and recovery from, disasters or emergency situations, and the management of their effects, establishes a National Disaster Management Agency and Regional, District and Village Disaster Management Committees.

This decree regulates the operation of private pharmacies, namely the requirements to be met by the premises of pharmacies and medicine sales points and their minimum areas, the necessary equipment, as well as the rules governing their activity and organization and the respective technical staff.

This Act regulates the private insurance industry by setting out the legal framework for the licensing, operation, and supervision of insurance companies, ensuring solvency, etc.

This Act provides for an integrated and co-ordinated disaster management policy that focuses on preventing or reducing the risk of disasters, mitigating the severity of disasters, emergency preparedness, rapid and effective response to disasters and post-disaster recovery and rehabilitation; regulates the establishment and functioning of national, provincial and municipal disaster management centres; regulates disaster management volunteers and matters incidental thereto.

This decree establishes an autonomous fund to receive revenues from the recovery of primary health care costs in each Integrated Health Center. This fund will primarily support the purchase of essential generic drugs and consumables, the purchase of management tools for cost recovery and the payment of managers' salaries.

The Act is to establish the Disaster Management Authority; to regulate its powers and functions and to make provision with respect to emergencies arising out of disasters including prevention, mitigation, preparedness, response and recovery measures for the protection of life and property from the effects of disasters.

The Act regulates the registration and management of private health laboratories managed by approved persons and in respect of private health laboratory services to be rendered by private health laboratories, and related matters.

This Act makes provision for the co-ordination and implementation of measures to alleviate effects to disasters, the establishment of the office of Commissioner for Disaster Preparedness and Relief the establishment of a National Disaster Preparedness and Relief Committee of Malawi, and for matters incidental thereto or connected therewith.
