Health Legislation

These guidelines are designed to clarify criteria for credentialing and privileging of health professionals in Rwanda.

The document sets up standards to provide guidance to teaching institutions for health professional education and affiliated teaching hospitals and/or second-level teaching hospitals. The health teaching institution must meet the requirements set out in the Standards to obtain accreditation certification and deliver high-quality health professional training.

The document is a check-list that serves as a “road map” for executives for an assessment of health professional colleges and schools in Rwanda.

This law, taken in application of the provisions of Article 52 of the Constitution and those of Law No. 21/2020 of June 30, 2020 authorizing the President of the Republic to legislate by ordinances during the parliamentary intersession, ratifies Ordinance No. 0009/PR/2020 of August 14, 2020 establishing the creation, attributions and organization of the National Order of Midwives of Gabon.

This Order establishes the creation, attributions and organization of the National Order of Midwives of Gabon.

These Instructions determine the duties and functioning of committees in charge of management of public or subsidised health facilities. These instructions apply to the following committees of health facilities: Committee of a Referral Hospital; Committee of a Provincial Hospital; Committee of a District Hospital; Committee of a Specialised Hospital; Committee of a Medicalised Health Centre; and Committee of a Health Centre. 

This order, which provides for the organization and governance of health structures in the Gabonese Republic, supplements order No 1/95 of January 14, 1995, providing guidance for health policy in the Gabonese Republic.

This Law establishes the Rwanda Food and Drugs Authority and determines its mission, organization and functioning. The authority has a legal personality and enjoys administrative and financial autonomy. 

The guidelines set up grading criteria and scoring for health professionals in Rwanda.

This decree, taken in application of the provisions of Ordinance No. 01/95 of January 14, 1995, on the orientation of health policy in the Gabonese Republic, of Law No. 4/63 of January 11, 1963, relating to the practice of private medicine in the Gabonese Republic, of Decree No. 213/PR-MSPP-CAB of July 8, 1966 on the regulation of the practice of the professions of doctor, dental surgeon and midwife in the Gabonese Republic, sets the conditions for issuing authorizations relating to the practice of medical and paramedical professions in the Gabonese Republic. See page 9 for the decree.

This order, taken in application of the provisions of Decree No. 213/PR-MSPP-CAB of July 8, 1966 on the regulation of the practice of the professions of doctor, dental surgeon and midwife in the Gabonese Republic and Orders No. 0106/MSPS and 0107/MSPS of March 16, 2015, determines the amounts and terms of payment of fees relating to the issue of authorization to practice medicine, to open and operate a private health structure in the Gabonese Republic. The order is located on page 12 of the file.

This Order articulates the values of the pharmacy profession and expected standards of behaviour of pharmacy professionals to clients and the society. It is designed to guide and support professional practice of all pharmacy professionals.

This Law establishes the Rwanda allied health professions Council and determines its organisation, functioning and competence.

This Law determines the organization, functioning and competence of the Council of Pharmacists. The Council shall be responsible for ensuring that the rules, honour and dignity of the pharmacy profession are complied with and ensure the protection of public health. 

This Law determines the organisation, functioning and competence of the Medical and Dental Council. The Council is responsible for compliance with the rules, honour and dignity of the medical profession. 

This decree, taken in application of the provisions of Law No 20/2005 of January 3, 2006, provides for the reorganization of the National Pharmaceutical Office, abbreviated to OPN.

This order, taken in application of the provisions of order No 001/95 of January 14, 1995, concerning the orientation of health policy in the Gabonese Republic, concerns the organization of the pharmaceutical sector.

The Order establishes the professional Code of conduct for nurses and midwives in Rwanda. This Order concerns nurses and midwives registered with the National Council of Nurses and Midwives.

This Law establishes the National Council of Nurses and Midwives and determines its organisation, functioning and competence.

This law, taken in application of the provisions of articles 47 of the Constitution and 67 of ordinance n°01/95 of January 14, 1995 concerning the orientation of health policy in the Gabonese Republic, establishes and organizes the National Order of Pharmacists of Gabon.
