Under article 34 of the Constitution, the State recognizes to citizens the right to health and works towards its promotion.
Under article 84 of the Constitution, the law sets the rules concerning, among others, health and population.
Legislative and regulatory priorities
The main goal of the "Politique Nationale de Santé Horizon 2030" is to improve the health and well-being of the Togolese population by ensuring equitable access to quality health services for all (pages 6 and 24).
The document highlights several priorities and objectives, including improving availability and use of health services by mothers, children, youth, adolescents and the elderly; combating communicable and non-communicable diseases; strengthening the health system's resilience to emergencies; and improving access to essential health services, medicines, vaccines and quality health products especially by the most vulnerable (page 24).

The document doesn't define specific actions related to laws and regulations in the "National Health Policy Results Framework". However, the policy lists specific legislation-related outcomes under its strategic orientations. For example, one of the expected outcomes lists the development of the pharmaceutical regulatory framework and creation of a pharmaceutical regulatory agency (pages 19 and 27).
The Plan National de Développement Sanitaire (PNDS) 2023-2027 aims to contribute to increasing the life expectancy of the Togolese population by ensuring that everyone can live in good health and well-being at all ages (page viii).

Throughout the rest of the document, specific actions relating to laws and regulations are detailed. For instance, the PNDS emphasizes the need to adopt implementation texts to operationalize the Law on Universal Health Insurance (pages 56 and 84). It also highlights the need to revise the law 2009-007 of 15 May 2009 establishing the Code of Public Health as well as revise the texts of the management bodies of public health training at different levels (page 82).
