This law provides the finance law for 2024.

This law, adopted in application of the provisions of Articles 1 and 47 of the Constitution, relates to the protection of personal data.

The decree creates the National Institute for Medical Assistance ("Institut National d'Assistance Médicale"), which is placed under the supervision of the Ministry of Public Health and the financial supervision of the Ministry of Finance. The Institute's main mission is to implement policies, strategies and reforms relating to the financing and delegated management of free health care for Niger's vulnerable populations by the State and local authorities.

The Order adopts the statutes of the National Institute for Medical Assistance ("Institut National d'Assistance Médicale"), which has as its main mission the implementation of policies, strategies and reforms relating to the financing and delegated management of free healthcare by the State and local authorities for the benefit of vulnerable populations in Niger.

This law modifies and completes the law n°90-14 regarding conditions for the exercise of trade union rights.

The executive Decree No 22-401 of 26 Rabie Ethani 1444 establishes the composition, organization and operation of the National Health Observatory. It was published in the Official Journal of 24 November 2022 (pages 7 -10).

This decree, taken in application of the provisions of articles 22, 29 and 30 of Law No. 20/2005 of January 3, 2006, provides for the creation, attributions, organization and operation of the Public Health Emergency Operations Center in the Gabonese Republic, abbreviated to COUSP.

The law determines the essential rules relating to public health and hygiene in the Republic of Niger. The law contains articles referring to the fundamental principles of health in Niger, such as the functioning of the national health system, or health information; as well as the fundamental principles of hygiene, such as urban health and food safety.

The decree provides the modalities for establishing the list of essential medicines. It was published in the Official Journal of 31 May 2021 (pages 12 -13).

This law, taken in application of the provisions of article 47 of the Constitution, establishes the rules and principles applicable to medicines and veterinary products in the Gabonese Republic.

This law, taken in application of the provisions of Article 52 of the Constitution and those of Law No. 21/2020 of June 30, 2020 authorizing the President of the Republic to legislate by ordinances during the parliamentary intersession, ratifies Ordinance No. 0009/PR/2020 of August 14, 2020 establishing the creation, attributions and organization of the National Order of Midwives of Gabon.

The Decree adopts the National Strategy for University Health Coverage in Niger 2021-2030.

The Decree adopts the national pharmaceutical policy. This policy sets out and prioritizes the medium- and long-term goals set by the State for the pharmaceutical sector, and defines the main strategies for achieving them. It provides a framework within which pharmaceutical sector activities are coordinated. It covers both the public and private sectors, and involves all the main players in the pharmaceutical sector. It is an integral part of national health policy.

This decree establishes the National Institute for Medical Assistance (Institut National d'Assistance Médicale) whose mission is to implement the policies, strategies an reforms for finanicng and managing free healthcare services for vulnerable populations. It is under the ministry of health (technical supervision) and the Ministry of Finances (financial suppervision). The decree further addresses the mandate, structure and ressources of the Institute.

The order of 11 Joumada El Oula 1442 corresponding to 26 December 2020 lays down the procedure for setting the prices of medicinal products by the intersectoral economic committee for medicinal products. The text of this order was published in the official journal of 27 December 2020 (see pages 33-36).

Constitution

The Constitution was adopted by referendum in November 2020 and has been promulgated by Presidential decree n°20-442. It includes 225 articles addressing a wide array of issues including Fundamental Principles for the Society, Fundamental Rights, Freedoms and Duties, and Organization and Separation of Powers (non-exhaustive list).

This decree establishes and organizes the General Directorate for the Evaluation of Public Policies.

This law, taken in application of the provisions of article 47 of the Constitution, establishes the measures for the prevention, fight and response to health disasters.

This Order establishes the creation, attributions and organization of the National Order of Midwives of Gabon.
