This decree was adopted to implement the Law 2014-131 (universal health insurance) to establish the Social Security Institution ("institution de Prévoyance sociale").

The scope of application of this Law includes: medicines and health products, as well as the actions of natural and legal persons involved in the production, marketing, prescription and dispensing of pharmaceutical and health products within the national territory. The Code provides for the "Caisse Nationale de Prévoyance Sociale" (CNPS) whose tasked is to provide benefits to salaried employees to alleviate the financial consequences of certain risks or situations such as accident at work and occupational diseases, maternity, retirement, invalidity and death and family allowances (art. 1 and 5).

The Constitution of Equatorial Guinea was first adopted in 1991 and revised in 2012. It consists of 134 articles that are grouped into five titles.
