The decree establishes the principles and rules governing central hospitals.

The purpose of this Law is to create a legal framework that allows for the implementation of the actions and mechanisms necessary for the education, prevention, treatment, epidemiological surveillance, research, care and monitoring of sexually transmitted infections and HIV/AIDS, as well as to guarantee respect, protection and defence of human rights, and to eliminate the stigmatization and discrimination of people infected with HIV/AIDS. This law sets out the foundations of the National Health Service, including the definition of health actions and services, on a permanent or occasional basis, by natural or legal persons governed by public or private law, with a view to promoting and protecting health, preventing, treating and rehabilitating illness.

The scope of application of this Law includes: medicines and health products, as well as the actions of natural and legal persons involved in the production, marketing, prescription and dispensing of pharmaceutical and health products within the national territory. The Constitution was promulgated by the Lei constitucional No 1/IV/92, de 25 de setembro. It includes 293 articles addressing a wide array of issues including among other things fundamental rights and duties, the fundamental principles of the Republic and institutional arrangements.
