The law amends articles of law No. 2020-009 of September 10, 2020 relating to the biometric identification of individuals in Togo.

The Data Protection (Civil Registration) Regulations were developed in exercise of powers conferred by section 71 of the Data Protection Act, 2019 by the Cabinet Secretary for Information, Communication, Technology, Innovation and Youth Affairs.

These rules are issued in the exercise of powers conferred by section 16 of the Registration of Persons Act by the Cabinet Secretary for Interior and Coordination of National Government.

The purpose of the Act is to establish a biometric identification and authentication system for natural persons.

The Data Protection Act

This Act gives effect to Article 31(c) and (d) of the Constitution; establishes the Office of the Data Protection Commissioner; makes provision for the regulation of the processing of personal data; provides for the rights of data subjects and obligations of data controllers and processors; and for connected purposes.

The purpose of the law is to regulate the collection, processing, transmission, storage, use, and protection of personal data.

These guidelines provide guidance towards establishing, acquiring and maintaining current and future mobile based health information systems and Information and Communications Technology infrastructure that foster data and information sharing across multiple systems.

The law regulates civil status in Togo. It was published in the Official Journal on 30 June 2009 (pages 6 to 11).

The Registration of Persons Act

This Act makes provision for the registration of persons and for the issue of identity cards, and for purposes connected therewith.

The Decree institutes a national identity card.

The Births and Deaths Registration Act

This Act provides for the notification and registration of births and deaths and other matters incidental thereto.
