This Decree declares the State of Health Emergency and dictates precautionary measures for the prevention, containment and control of the new coronavirus pandemic in the Republic of Equatorial Guinea.

The purpose of this law is to combat the spread of the disease caused by the Human Immunodeficiency Virus (HIV) leading to the reduction and loss of the body's immune defenses, resulting in Acquired Immunodeficiency Syndrome (AIDS); to protect people living with HIV/AIDS against all forms of discrimination or stigmatization; and to reaffirm their fundamental rights and freedoms in accordance with international human rights instruments.

The scope of application of this Law includes: medicines and health products, as well as the actions of natural and legal persons involved in the production, marketing, prescription and dispensing of pharmaceutical and health products within the national territory.
