Health Legislation

The Constitution of Mali was adopted by referendum and promulgated in 2023. The Constitution contains 191 articles addressing a wide array of issues, such as the protection of fundamental rights, the fundamental principles of the state and institutional arrangements.

The Decree specifies the application of certain provisions of the law establishing the Universal Health Insurance Scheme, such as affiliation and registration, the insured person's card, care benefits covered, the assumption of responsibility for benefits, health care providers, among other aspects.

The Ordinance creates a national public scientific and technological establishment called the "Institut national de Santé Publique" (National Institute of Public Health). This Law establishes the fundamental principles, rights, and responsibilities for the country's healthcare system, and provides for the overall organization of health care in the country. It also establishes provisions relating to the formulation of the national health policy as well as provides for the creation of the National Health Council.

The Decree creates a Code of Ethics for pharmacists in Mali. The Code is applicable to all pharmacists who meet the legal and regulatory requirements and are registered with the Ordre des Pharmaciens (Order of Pharmacists). The Code sets out, among other things, the requirements and duties associated with the practice of the profession.

The law creates the Ordre des Médecins (The Order of Physicians), which is responsible for organizing and representing individuals and legal entities practicing the Medical professions in Mali.

The law creates the "Ordre des Infirmières et Infirmiers" (The Order of Nurses), which is responsible for organizing and representing individuals and legal entities practicing nursing in Mali.

The law created the Order of Midwives (the Order of Midwives), which is responsible for organizing and representing individuals and legal entities practicing the profession of midwifery in Mali.

The law creates the Ordre des Pharmaciens (The Order of Pharmacists), which is responsible for organizing and representing individuals and legal entities practicing the pharmaceutical professions in Mali.

The law creates the Ordre des Chirurgiens-dentistes (The Order of Dental Surgeons), which is responsible for organizing and representing individuals and legal entities practicing the profession of dental surgeon in Mali.

The decree sets out the organization and operating procedures for hospital pharmacies.

This Law establishes a framework to guarantee and protect the personal data of individuals.

This law makes the second amendment to the Statute of the Order of Nurses, approved by Decree-Law No. 104/98, of April 21, amended by Law No. 111/2009, of September 16, in order to adapt it to Law No. 2/2013, of January 10, which establishes the legal regime for the creation, organization and operation of professional public associations.
