The law adopts the Code of Administrative Procedure. The Code establishes the principles and rules to be observed in the exercise of administrative activity, aimed at achieving the public interest, while respecting the subjective rights and legally protected interests of individuals and legal persons.

Insurance Act 2014
The Act makes provision regarding the Insurance sector, with the aim of consolidation, administration, supervision, regulation, control, protection and development of insurance business, and for incidental matters.
The purpose of the law is to establish the legal rules applicable to the processing of personal data with the aim of guaranteeing respect for public freedoms and the fundamental rights and guarantees of natural persons.
This act has the aim to consolidate and reform the laws relating to the protection and welfare of children and to provide for incidental matters. The Act covers aspects such as the rights of a child and the responsibilities of its parents; the child in need of care and protection; the offences to health and welfare of children; the conditions to take a child into care and for adoption; trafficking of children; child rehabilitation and conflict with criminal law; police powers and duties regarding children and legislation regarding minor’s criminal law.
National Identity Cards Act 2011
The Act mandates the establishment of a National Identity Register, the issuance of national identity cards to persons whose are included in the national identity register and for related matters.
The Act establishes the Data Protection Commission, provide for principles for regulation of processing of personal information in order to protect and reconcile the fundamental and competing values of personal information privacy under this Act and sector-specific legislation and other related matters.
The Constitution of Angola was promulgated in 2010. The Constitution contains 244 articles addressing a large number of issues such as the protection of fundamental rights, freedoms, guarantees and duties, the fundamental principles of the state and institutional arrangements. The Constitution was amended in 2021 (the 2021 amendment is available in the legislation repository).

The law applies to acts of civil identification and the issuing of identity cards to Angolan citizens from the age of at least six.
