إن سلطات الصحة العمومية في الموانئ والمطارات والمعابر البرية مطالبة بموجب اللوائح الصحية الدولية (2005) بوضع خطط للطوارئ وترتيبات فعّالة من أجل الاستجابة للأحداث التي قد تشكّل طارئة صحية عمومية تسبب قلقاً دولياً، والتواصل مع مركز الاتصال الوطني المعني باللوائح الصحية الدولية بشأن تدابير الصحة العمومية. وقد انتشرت فاشية المرض الناجم عن فيروس كورونا المستجد (كوفيد-19) الحالية وانتقلت عبر العديد من الحدود، ما أوجد طلباً على الكشف عن الحالات المشتبه فيها وإدارتها في نقاط الدخول، بما في ذلك الموانئ والمطارات والمعابر البرية.

Under the International Health Regulations (IHR) 2005, public health authorities at international ports, airports and ground crossings are required to establish effective contingency plans and arrangements for responding to events that may constitute a public health emergency of international concern and to communicate with their National IHR Focal Point about relevant public health measures.
The current outbreak of novel coronavirus (COVID-19) disease has spread across borders through travelers, conveyances, which has prompted demands for the detection and management of suspected cases at points of entry (POE), including ports, airports and ground crossings, on board conveyances.
Target Audience: National IHR Focal Points, Port health authorities (PHAs) and local, provincial, and national health surveillance and response systems, ship operators and port operators.
After completing this module you will be able to:
- Draft an outbreak management plan for managing COVID-19 cases and outbreaks onboard ships;
- Manage an outbreak of COVID-19 disease on board a ship;
- Perform follow-up epidemiological and environmental investigation.

Seafarers on cargo ships (vessels that transport goods and carry no passengers) and fishing vessels face particular challenges in carrying out their functions and maintaining their health in the time of the COVID-19 pandemic.
They work in close contact environments likely to facilitate the transmission of COVID-19. In some cases, they embark on extended voyages without calling at any port for long periods. An outbreak on board a ship is a concern for the safety and well-being of the crew and may affect the crew’s ability to safely navigate and operate the ship.
Target Audience: Shipowners, seafarers, unions and associations, competent authorities for health and transport..
After completing this module you will be able to:
- Describe the public health measures that may protect seafarers throughout their journey to the vessel, on the vessel, and on the way home;
- Prevent and manage an outbreak of COVID-19 disease on board a cargo ship or fishing vessel
