The implementation of Assistance to the Parties will require the development of national, international and transnational partnerships, in particular to understand the needs of the Parties and respond to them in the most relevant way.

The Fonds de lutte contre les addictions (FLCA) - fund against addictions finances the WHO FCTC Knowledge Hub on Article 12. The FLCA, created within the National Health Insurance Fund (Caisse nationale de l’Assurance Maladie), contributes to the financing of local, national and international actions relating to all addictions with or without substances.
