The operation of the WHO FCTC Knowledge Hub on Article 12 is led by the Addictions Unit at Santé publique France.
The tobacco control program adopted by Santé publique France ranges from surveillance to prevention and includes, inter alia:

monitoring of tobacco-related diseases, and the link between these pathologies and tobacco (epidemiology and surveillance);

measuring the prevalence of tobacco use and that of its determinants;

ensuring standards and continuously analysing the scientific literature, particularly on effective preventive actions;

designing and implementing preventive actions, including national social marketing campaigns;

advocating for other effective actions aimed at limiting the accessibility of tobacco products, and promoting smoke-free environments and denormalizing tobacco use;
-
evaluating the implemented preventive actions.
Within the Addictions Unit of Santé publique France, a team of six people is in charge of the functioning of the KH regarding Article 12
Core team
The core team is dedicated to the implementation of the KH and all related activities, the contents’ update, the relationship with the partners and direct assistance to the Parties about Article 12 of the WHO FCTC.

Justine is the project manager of the KH, she supervises the whole team and projects related to the KH. She holds a MSc in Management from emlyon business school and then she specialized in social marketing and behavior change. Apart from her position at the KH, Justine is in charge of “Mois sans Tabac”, the French version of “Stoptober”, a national social marketing campaign that enhances smoking cessation.

Pauline holds a Master’s degree in Science and Technology of Biology and Nutrition from the engineering school “AgroParisTech”. Pauline has previous experience as a scientific and regulatory affairs officer in the nutrition and environment fields and she worked in the implementation of qualitative consumer studies. Pauline joined the Addictions Unit at Santé publique France in September 2022 and she will be dedicated to the scientific and technical aspects of developing the KH.

She started to work at Santé publique France in 2023 as a communication officer on various topics such as: mental health, environmental health and the first 1000 days of life. Camille joined the Addictions Unit at Santé publique France in September 2024, and she will be dedicated to the development of the Knowledge Hub by bringing her expertise in social marketing.

She has worked at the OECD, at the French National Institute of Prevention and Health Education and at the French Institute of Demographic Studies. She has experience in the fields of International Relations, Health and Education. She is currently in charge of designing and implementing the partnership and advocacy strategy in the field of health promotion at Santé publique France.

He is in charge of the evaluation of social marketing campaigns and education programs related to smoking prevention carried out by Santé publique France. He has worked for 15 years on smoking behaviours, perceptions and attitudes. He is also interested in the design and evaluation of campaigns related with other addictive substances (alcohol, illicit drugs).

A clinical psychologist and tobacco specialist for 20 years, Olivier is a referent in the management of smoking within the Addictions Unit at Santé publique France. He coordinates all social marketing campaigns on these topics.

Auxiliary team
The auxiliary team is supervising the activities of the Addictions Unit at Santé publique France and ensuring that the implementation of the KH meets the objectives agreed upon the Memorandum of Understanding.

Viêt is an engineer specialized in nutrition and life science (Agroparistech). She has been working for more than fifteen years on the subject of addictive behaviors. She is currently responsible for the Addictions unit within the Health Prevention and Promotion Division at Santé publique France. As such, she supervises a multidisciplinary team whose missions range from behavioral surveillance to implementation of prevention interventions on the themes: tobacco, alcohol, illicit drugs and gambling. Viêt is also a member of the scientific committee of the French Monitoring Centre for Drugs and Drug Addiction (OFDT).

Holder of a Ph.D. in sociology of health, statistician, François is the Director of the Prevention and Health Promotion Division at Santé publique France. He is also a researcher in the « General population survey on drug use » Team at the National Institute of Health and Medical Research (Inserm). From 2014 to 2017, he was the Director of the French Monitoring Centre on Drugs and Drug Addiction (OFDT). His research activities, leaning on an epistemological reflection on the quantification of sanitary and social questions, have focused on addictive behaviours, drug-related social factors and social inequalities, with a special emphasis on methodological issues. Since 1997, he has developed and implemented several general population surveys on alcohol, tobacco, and illicit drug use in the adult and adolescent general population in France.
