Country Assistance Strategy 2011-2014: This CAS aims to assist Kiribati in: (i) addressing the existential threat posed by climate change; and (ii) mitigating the effects of geographic isolation. The CAS accompanies Kiribati's first International Development Association (IDA) investment and heralds an expanded program of World Bank Group support. In this context the World Bank Group will also seek to scale-up efforts to help overcome the tyranny of distance and to generate opportunities from closer regional and global integration and private sector led growth. World Bank Group support to Kiribati will require a new way of doing business consistent with the recommendations of the Post Crisis Directions (PCD) paper. The challenge of applying the Paris declaration principles is thrown into starkest relief in small states such as Kiribati. The 2009 Cairns compact committed Pacific countries and development partners to coordinating their resources more effectively and to accelerating progress towards the Millennium Development Goals (MDGs). These objectives are echoed strongly in the PCD where they are identified as essential to development effectiveness. Accordingly Bank activities in Kiribati will be selective and will focus on promoting growth and regional integration. The program will be informed by successful experience in Kiribati and elsewhere in the pacific with all interventions designed with capacity considerations uppermost.
European Commission
Country Strategy paper 2008-2013 presents the strategic framework for cooperation between the European Commission (EC) and Kiribati under the 10th European Development Fund (EDF). EC assistance will concentrate on the water and energy sector. It is planned to support renewable energy projects (e.g. solar photovoltaic technology) as well as projects related to the reliable provision of water and sanitation. This includes the development and management of freshwater resources such as the provision of rainwater catchments and storage.

The EC's total allocation (2008-2013) foreseen for Kiribati to address these priorities amounts to €13.8 million.
