Statement: 

Movendi International welcomes the resolution on steatotic liver disease. It addresses a significant gap in the NCD infrastructure. Alcohol is a direct risk for liver disease at every level of consumption. This means the flawed term of "harmful use" is a misleading frame: for the liver, no level of consumption is risk free. We urge Member States to implement high-impact alcohol policies aligned with the Global Alcohol Action Plan.
Yet other coherence gaps persist. On NCDs, the Director-General's report omits alcohol entirely. This contradicts the Political Declaration's commitments to alcohol policy action.
On mental health, alcohol remains framed as peripheral rather than a structural determinant. Alcohol is a major risk factor for suicide and harms mental health across the life course. Especially children growing up in households affected by alcohol use disorder deserve greater attention by WHO and member states.
The SAFER alcohol policy blueprint provides the tools for prevention-oriented, recovery-ready mental health systems.
Alcohol policy holds vast potential to prevent steatotic liver disease, other NCDs, and promote mental health and well-being.
