OXFAM

Meeting:

79th WHA Individual Statements

Agenda Item:
- Group 9: Well-being & Economics of Health of All
Statement:

Oxfam has worked on financing healthcare for decades and offers 2 lessons.

• Domestic resource mobilization for health requires urgent action. Progressive taxation, e.g. Wealth and Tobin taxes/FTT can unlock billions needed to finance health for all. An annual wealth tax of up to 5% on the world's multi-millionaires and billionaires alone could raise up to $2.5 trillion annually.
• Relying on blended and private financing is not a solution, given the evidence of harm on the poor and exacerbation of healthcare inequality. It incentivizes funnelling public funds into profit-hungry private hospitals instead of promoting public health as shown in our Sick Development report.
