With the IHR amendments entering into force, we expected renewed energy and more
comprehensive implementation reporting. The current report remains fragmented and
incomplete. More information is needed on verification requests not addressed within 24 hours
and reasons for delays; which core capacities improved this year; where international financial
flows were directed; and how WHO-coordinated laboratories are functioning, including
application of relevant ABS laws.
Clarification is also needed on extensions of standing recommendations and whether
accessibility and availability of vaccines, therapeutics, and diagnostics, as mandated under
Article 18 was considered. It is concerning that no information was provided on the allocation
mechanism alongside the extension of COVID-19 standing recommendations.
More broadly, we urge WHO to streamline reporting under agenda items 13 and 14 into a single
report to better identify gaps in core capacities, response coordination, accountability gaps, etc.
