PSI welcomes the report of the Expert Advisory Group and the reiterated support of the EB for the Code of Practice. We urge Member States to ensure that additional text to renew the implementation of the Code involves more stringent application of WHO health workforce support and safeguard list, as well as measures to stop the systematic exploitation of migrant health workers.

This requires strict regulation of the activities of recruitment companies to ensure fair and ethical migration. Bilateral agreements and co-investment programmes must also be transparent and involve tripartite negotiations in both the source and destination countries.

Health worker rights and the reduction of regional health inequities must be at the heart of implementing the Code.
