13.3 Open-ended Intergovernmental Working Group on the WHO Pandemic Agreement
Statement: 

Medicines patent Pool (MPP) commend negotiators for their continued efforts to build consensus in the PABS text. As discussions enter the final phase, MPP would like to comment on the “additional benefits” that are part of the discussion.
First, non-exclusive licensing and technology transfer are already supporting more equitable access to many health products. MPP’s experience and impact proves these tools can expand access and strengthen supply, particularly in low- and middle-income countries.
Second, capacity-building initiatives can be scaled further. The WHO–MPP mRNA Technology Transfer Programme is supporting manufacturing capacity across all WHO regions through a network of 16 manufacturers from all WHO regions. This reflects what multilateral approaches can achieve when aligned around coordinated efforts to address the challenges of accessing and absorbing complex technologies.
Experience also shows these efforts are most effective when supported by enabling systems, including strong regulation, procurement alignment, and sustained investment.
Leveraging existing and proven access mechanisms and investing in capacity now would contribute significantly to enhanced preparedness and response.
