79th WHA Individual Statements
Rehabilitation is a neglected part of essential health services and is integral to universal health coverage (UHC). Together with palliative care, rehabilitation aims to improve functioning and quality of life for individuals experiencing health-related suffering. Globally, more than 2.4 billion people would benefit from rehabilitation, yet as many as 50% do not receive the care they need. There must be an increased focus on rehabilitation as a core component of health services within UHC. A service delivery model that combines palliative care and rehabilitation can create workforce and cost efficiencies. We urge Member States to strengthen their commitment to rehabilitation as part of essential health services for people with disabilities and others whose health-related suffering compromises functioning.
