Statement: 

Honorable Chair, Distinguished Delegates,

We commend WHO for advancing a strategic and operational framework that positions AMR within universal health coverage and systems strengthening.

We strongly urge accelerated integration of AMR interventions into primary care, and equitable access to diagnostics and quality-assured antibiotics, especially in under-resourced settings. Strengthening investments in frontline health workforce capacity through education, regulation, and shared governance is essential.

We look forward to the formation of the independent panel and hope its composition will reflect the broad AMR stakeholders, including frontline clinician-scientists.

AMR must be viewed as a present emergency. We remain fully committed to supporting Member States in institutionalizing stewardship as a core public health standard.
