Statement: 

Handicap International Federation, with support from the World Rehabilitation Alliance, highlights that 1 in 3 people globally have health conditions that could benefit from rehabilitation. As the need grows, investment must rise as part of Universal Health Coverage (UHC).

Rehabilitation is crucial to achieving UHC, yet millions —especially in low- and middle-income countries and from marginalized groups — lack access due to under-investment. Over half don’t receive needed services. Globally, rehabilitation is often unaffordable, with limited or no coverage, leading to reduced health outcomes and societal participation.

To advance health equity and inclusion ahead of the 2027 High-Level Meeting, we urge decision-makers to:
- Invest in quality rehabilitation services and skilled professionals, at all levels of the health pyramid
- Expand financial protection for rehabilitation, starting with high-priority services and scaling up as resources allow.
