79th WHA Individual Statements
Honourable Chairperson, esteemed delegates,
Strong primary health care is central to UHC and resilient health systems. Yet, it cannot exist without a supported and equitably distributed workforce. With the review of the WHO Global Code of Practice, we call for increased investment in ethical recruitment, alongside retention and domestic training.
A resilient PHC system also depends on sustainable and dignified working conditions. Health workers face high rates of anxiety, depression, and burnout driven by heavy workloads, understaffing, long hours, emotional strain, and limited support. Ensuring fair conditions, adequate staffing, occupational safety, and access to mental health support is essential to protect and retain the workforce.
There is no PHC without people, and no resilient system without those who sustain it.
