As health care costs continue to rise, we urge Member States to invest in community-based solutions for health care delivery. Home-based palliative care is an important part of the solution, helping prevent unplanned—and often unnecessary—hospitalizations, testing, and emergency services for the sickest patients. Managing pain and other crises at home has been shown to be effective and replicable at minimal cost when quality training and mentoring are provided, particularly for primary care providers. We urge Member States to invest in community-based solutions, including palliative care, to advance health for all.
