12.5 - Primary health care
Primary health care is the foundation of universal health coverage — yet persistent and growing underfunding leaves women, girls, and adolescents without essential services, particularly sexual and reproductive health and rights.
IPPF urges Member States to:
- Include essential SRH services — contraception, safe abortion care, STI/HIV care, and gender-based violence response — within national health benefits packages, accessible and stigma-free, including for adolescents and persons with disabilities.
- Increase domestic public investment in PHC and protect SRHR financing from cuts.
- Fairly remunerate health workers, especially community health workers — often women.
- Institutionalize meaningful participation of women, young people, and civil society in PHC governance.
- Use disaggregated data to leave no one behind.
