6. Follow-up to the political declaration of the high-level meeting of the General Assembly on the prevention and control of non-communicable diseases
Statement: 

Sustainable and responsible financing—powered by multisectoral collaboration—is key to meet the needs of people living with or affected by NCDs, including reducing out-of-pocket costs and ensuring affordable access to NCD medicines, products, and services.

The Political Declaration prioritized actions to accelerate progress on NCDs and mental health and well-being. We applaud its call out of five systems-level priorities and targets, particularly mobilizing adequate and sustainable financing to enhance financial protection of people living with or affected by NCDs and facilitate the affordability of essential services, diagnostics, medicines, and other health products.

We call on Member States to reinforce the following financing priorities:

● Prioritize health in national budgets; generating additional funding for health and financial protection schemes; and investing in an adequately resourced health workforce and integrated primary health care platforms to make NCD services easier to access.

● Advance efficient NCD supply chains to ensure uninterrupted access to affordable medicines and products (including accurate blood pressure measuring devices) by strengthening forecasting; using reliable data for planning; adopting more efficient, value-based procurement practices; and making NCD commodities available through primary health care.

● Strengthen transparency in NCD financing flows by tracking and showing NCD resource allocations and spending, and enhancing NCD data use to drive needs-based resource allocation, policymaking, and people-centered, responsive care.
