Statement: 

WHO plays a vital role in coordinating responses to infectious disease outbreaks and humanitarian emergencies, working alongside partners providing on-the-ground support. Over the past three years, IFPMA has constructively engaged in the pandemic agreement negotiations, sharing industry expertise to inform discussions. From the outset, industry made clear commitments to equitable access, including reserving part of its real-time production for priority populations in low-income countries.
At the same time, we have consistently cautioned against undermining frameworks that work—such as intellectual property, voluntary licensing, and technology transfer—or placing excessive inter-pandemic burdens that deter future engagement. In today’s political and financial climate, we question whether WHO can support new initiatives beyond its core mandate. We urge it to prioritize areas where it brings unique added value. The pandemic agreement must be a foundation, not a finish line; industry engagement will remain critical.
