16.1 Strengthening the global architecture for health emergency prevention, preparedness, response and resilience
Women in Global Health calls for a gender-responsive global health emergency framework. Women are often the first responders in crises but are rarely at decision-making tables. This imbalance weakens global resilience. Future preparedness must address gendered impacts of health emergencies, including violence, economic insecurity, and disrupted health services. Investment in women community health workers—often unpaid—is critical. We need mechanisms that integrate gender-disaggregated data, prioritize sexual and reproductive health services, and ensure inclusive governance. True resilience is not only about systems—it is about who they serve and who leads them. We urge Member States to embed equity and inclusion at the core of HEPPRR efforts. Building strong systems means empowering those who hold them up—especially women.
