The Save the Children Fund
78th WHA Individual Statements
Every child has the right to survive, and breastfeeding is integral to that right. Caregivers deserve accurate, unbiased information on infant feeding. Yet, the US$55 billion Commercial Milk Formula industry undermines these rights by exploiting digital platforms—using data mining, apps, influencers, and algorithms to target parents at their most vulnerable. These tactics, often disguised as genuine content, reach millions daily, spreading misinformation and undermining breastfeeding. In some countries, over 80% of formula marketing is digital, but fewer than 19% of governments regulate it. We urge Member States to support Brazil’s resolution for regulating the digital marketing of breast-milk substitutes and to implement robust mechanisms to monitor and hold violators accountable, ensuring the Code is applied effectively online and offline.
