15.4 Climate change, pollution and health
Statement: 

The interplay between climate change and health has reached a critical point, demanding action. The climate crisis induces and exacerbates physical and mental health emergencies and jeopardizes achievement of UHC and the SDGs.

Resilient health systems, including the health workforce, are essential to responding to the impacts of climate change, promoting community resilience, and ensuring continued delivery of comprehensive essential health services.

Member States must urgently prioritize investment in:
Comprehensive, equitable, gender-responsive, climate-resilient, and sustainable health systems, tools, and workforces, particularly the community health workforce which provide essential care to vulnerable and marginalized communities that face the greatest threat from climate-related health challenges.
Multi-sectoral coordination and collaboration via a One Health approach; and
Developing and deploying national action plans on mitigation and adaptation to climate hazards.

Member States must also rapidly increase investment in:
The R&D pipeline, including local, sustainable manufacturing of appropriate health equipment and technology for low-resource settings;
Global supply capacity for infection prevention and control measures, including medicines for climate-associated vector-borne diseases; and
Access to safe and sustainable water, sanitation, and hygiene.

These investments will uphold the promises of the Paris Agreement and the UNFCCC, and must be urgently undertaken with meaningful civil society engagement. We urge Member States to adopt the proposed climate change and health resolution in its most robust and ambitious form.
