77th WHA Individual Statements

Agenda Item:
- Group 1.3. Items 11.6, 11.7, and 11.8
Statement:

MSF calls on governments to prioritise the following actions:

First, redress the stark inequities in access to quality, person-centred healthcare that constrain many governments’ ability to prevent, detect, and respond to AMR.

Second, ensure that frameworks for accelerating national action plans on AMR prioritise the needs of people living in low- and middle-income countries (LMICs), particularly in humanitarian contexts, with adequate and fairly apportioned funding among countries. Any platform tasked with generating evidence to inform action must engage civil society and affected communities to address the needs of those most impacted by AMR and least equipped with relevant data.

Lastly, establish systems for universal and sustainable access to AMR-related medical products. This entails identifying and addressing access gaps through geographically diversified manufacturing, strengthening forecasting and supply chain management, supporting pooled procurement mechanisms, and structuring and incentivising innovation in ways that are more collaborative and responsive to the need for timely and equitable access.
