As highlighted in the Director-General’s report, strong primary health care underpins integrated care across the life course. Yet rehabilitation remains insufficiently embedded, leaving millions without timely, appropriate, affordable services . Integration enables early identification of functional needs, coordinated referrals, and continuity of care, reducing avoidable hospitalizations and long-term limitations.
We call for deliberate action: inclusion in essential service packages, a competent workforce, sustainable financing, functioning data in health information systems, and effective referral pathways. Rehabilitation is foundational to resilient, equitable PHC.
