12.5 Primary health care

A quality accessible, affordable Primary Health Care serves as the foundation for a dignified quality of life. It should be rooted in a commitment to social justice, equity, solidarity and participation for everyone, particularly women and girls.

Re-emphasing the Declaration of Astana, we urge member States to build, invest and expand in sustainable primary health care that includes providing and prioritising services around adolescent health and comprehensive sexual and reproductive health.

Invest in capacity building and compensation of health workforce at PHCs so that services are delivered in the most respectful, equitable and safe manner, invest in knowledge creation and application to guarantee quality health outcomes and ensure access for all people to the right care at the right time and at the most appropriate level of care, respecting their rights, needs, dignity and autonomy. A robust monitoring system will also help in understanding the needs of PHC and ensuring the quality of services.
