Statement: 

Thank you, Chair,

We commend Member States’ conclusion of negotiations, despite all odds. However, we believe the draft falls short and, in adopting the accord, we urge Member States to:

Ensure adequate PPR funding mechanisms that enable countries’ fiscal policy space, resting on international cooperation. This would entail debt relief and removal of conditionalities that limit public funding for health care and health emergency spending and staffing.

Move away from ad hoc and voluntary mechanisms. Such voluntarism enabled avoidable deaths during COVID-19.

Explicitly spell out manufacturers' social commitments during pandemics, strengthen public services and curtail corporations profiting from the anguish of people. We must put health before wealth.

Collaborate with health workers, trade unions and communities through social dialogue to develop and implement national plans based on the PA.

Emphasise universal health care as the bulwark of PPPR, in implementing the PA.
