Statement: 

Regrettably, the WGIHR failed to complete the IHR review, despite the lessons learned from the COVID-19 pandemic and the work of the WGPR. Furthermore, non-binding provisions hollow out the stated commitment of the text to equity and solidarity. We urge Member States to ensure the IHR is unequivocal in promoting IPR suspension, technology transfer and local production to enhance emergency response, by mandatory means where necessary. Safeguarding the wellbeing of health and care workers in emergencies also needs to be integrated into the text, as well as the pivotal role of strong universal public health systems as the bulwark for crisis preparedness. Finally, the review must underscore steps to safeguard the right to health of refugees and internally displaced persons in emergencies.
